It counts people. It ignores cats.
The LiDAR sensor on the streetlight scans the street with a laser and rebuilds every object as a 3D point cloud. It classifies each passage — pedestrian, bike, car — by shape, size and speed, counts only what matters, and lets dogs and cats walk by without lighting the street for them. No camera: no image, no face, no number plate is ever recorded.
